According to TWC-Wisconsin's website, this is what they are:

Southeast Wisconsin Legal Notices:

Time Warner Cable’s agreements with programmers to carry their services routinely expire.  We are usually able to obtain renewals or extensions of such agreements, and carriage of programming services is discontinued only in rare circumstances. The following agreements with programmers are due to expire soon, and we may be required to cease carriage of one or more of these services in the near future:  CMT, CMT HD, Cooking, Cooking HD, Current TV, DIY, DIY HD, Exercise TV, GMC, GAC, GAC HD, IFC, IFC HD, Music Choice channels 901-946 and 437, NESN, NESN HD, WE, WE HD, TEN, You Too, BBC America, BBC America HD, , E!, E!HD, Encore channels including Action, Drama, Love, Suspense, Family, Westerns and Encore HD, Fuse, Fuse HD, Golf, Golf HD, NHL, NHL HD, NHL Center Ice, Retroplex, Sprout,  Starz! channels including Cinema, Edge, In Black, Kids& Family, HD and On Demand, Style, Style HD,  TEN, TruTV, WBAY, WYTU, WDJT, WDJT HD, WMLW, This TV, Shorewest TV.

In addition, from time to time we make certain changes in the services that we offer in order to better serve our customers. The following changes are planned:  ESPN 3D will join the lineup on channel 1805 in TWC 3D Pass.  FS WI alternate feed will join the digital lineup on channel 310. On or around 12/13, Club Jenna will no longer be on 722. On or around 1/5/12, Spice On Demand will no longer be on 716.

The new services listed below will require two-way capable digital cable ready equipment, such as a Time Warner Cable-provided set-top box or a CableCARD-equipped Unidirectional Digital Cable Product (UDCP) used in conjunction with a Tuning Adapter. Other UDCPs may not be able to access these services without additional equipment, such as a set-top box: ESPN 3D.

I hope we don't get down to the wire with Dec 31st crap and that deals can be reached long before than.

I'm curious what the FS WI alternate feed is all about.

Yeah, FSNWI already is the alternate feed of FSNN. Hmm.

Maybe they are adding it just in case of Bucks/Wild conflicts?

Ehh, no new HD channels, nothing interesting to see here.

I like how they think they carry GAC HD, that channel doesn't even offer a HD feed.

I don't see anything that would be a big loss there, but it would be really dumb if they lost Cooking Channel HD six months after they added it. I like Cooking Channel more than the Food Network so they better work it out with Scripps.

Looks like as of Friday, FUSE and FUSE HD are gone nationwide on TWC. I rarely watch the channels, but was hoping to see their coverage of Jingle Ball 2011 from NYC. Oh, well.

ETA: MSG and MSG HD might follow shortly. I think both are available here if you have the sports pack.

They changed the site around a little bit.  Here is the new link:

I am not sure, but I think they have the notices for the different sections of Wisconsin, reversed.
