It looks like they did not make a deal with Retro TV for retransmission consent, or were offered Antenna TV at a better rate:

Here is the legal notice information: (From our TWC-Milwaukee web-page)

Time Warner Cable's agreements with programmers to carry their services routinely expire.  We are usually able to obtain renewals or extensions of such agreements, and carriage of programming services is discontinued only in rare circumstances. The following agreements with programmers are due to expire soon, and we may be required to cease carriage of one or more of these services in the near future:  TEN, American Life, Current TV, Fuse, Golf Channel, Sprout, BBC America, BBC America HD, E!, E!HD, Style, Style HD, Encore channels including Action, Drama, Love, Mystery, WAM, Westerns and Encore HD, Lifetime, Retroplex, Starz! channels including Cinema, Edge, In Black, Kids& Family, HD and On Demand, TruTV, Weather Channel, Weather Channel HD, WBAY, WLUK, WVTV, WVTV HD, WCGV, WCGV HD.

In addition, from time to time we make certain changes in the services that we offer in order to better serve our customers. The following changes are planned:  After 12/6 Sportskool On Demand will no longer be on channel 425, starting in November these programs will be in Sports On Demand, channel 413. On 12/14, Music Choice On Demand Pop & Rock and Urban & Latin will consolidate to channel 437. TWC Sports will move from channel 307 to 332, TWC Sports HD will be added to 1332, and NESN and YES will join Sports Pass. TWC Movie Pass On Demand and TWC Movie Pass HD On Demand join the digital movie package on channels 299/510 and 1299/1510. New premium service Disney Family Movies On Demand joins the lineup on channel 509. Celebrity Shopping on channel 191 will become Shop Zeal 1. TV Shows On Demand joins the digital lineup. Antenna TV will replace Retro TV in the digital lineup.

The new services listed below cannot be accessed on CableCARD-equipped Unidirectional Digital Cable Products purchased at retail without additional, two-way capable equipment: NatGeo Wild HD, DIY HD, Cooking Channel HD, TWC Sports HD, NESN, YES, TWC Movie Pass, TWC Movie Pass HD, and Disney Family Movies On Demand, Shop Zeal 1, TV Shows On Demand, ESPN 3D.

Finally, we are currently involved in discussions regarding the services and/or stations listed below.  While we cannot guarantee that we will reach agreement with the relevant programmers and/or broadcasters, we are listing these services/ stations here in the event that we are able to start carrying them in the future: ESPN 3D

Not being able to access NatGeo Wild HD on a CableCARD system is ********. There is nothing special about that channel that requires two-way communication. It's just like any other regular HD channel.

As for the rest of the announcement, who cares? RetroTV, AntennaTV, it's all a waste of bandwidth anyway.

I'm pretty sure most, if not all HD channels minus the locals require two way communication on TWC.  You can still get it with CableCARD.. just need the tuning adapter.

Correct. The Tuning Adapter is the "additional two-way equipment" they are referring to. They're just making it clear that those channels are "switched digital" channels.

I am pretty sure that TWC's contract with Retro TV expires on December 31.  Which is the reason for the replacement.  However, I heard that OTA broadcast will also have a change from Retro TV on channel 6.2 to Antenna TV on 6.2.

It seems our local area is dropping Retro TV altogether.

HD quality should not be affected, because there is just one station being replaced with another.
