Will TWC have the Packers game on Thursday?  If so, what network?  Will it be in high definition?

Time warner does not carry the NFL network. However Fox 6 will carry it. It's my understanding that they will carry it in HD, although TitanTV doesn't show that (they're wrong more often than they are right).

Milwaukee and Green Bay will be the only two markets that will be allowed to broadcast the game over the air.

Sucks to live in Madison, LaCrosse, Eau Claire or Wausau.

Will be broadcast OTA in Minneapolis as well.

If FOX 6 does carry the game in HD, I want to compare their PQ to that of NFL-HD on cable.  NFL-HD games are carried on Comcast by INHD here.

On the Packers Blitz show Tom Pipines stated that the game would be in HD on Thursday on Fox 6.

That is nice that the NFL Network allows the locals to use their HD feed for the game.  ESPN has been doing that this year as well.

Does this mean that WITI will be broadcasting the game in 1080i (I believe that's what NFL network uses) instead of the usual FOX 720p?  Sports at 1080i with full bitrate isn't something we're used to seeing in this market.

I am going to make a wild guess that you will see a conversion from 1080i to 720p of some sort (unless NFL supplies both feeds).  I don't think it is a very simple change to have the transmitter encoder change from 720p to 1080i...I'm sure JimBoy could probably give a more definitive answer.

No.
It will be 720p on WITI-DT (converted) and 1080i on NFL Network HD.
