Will an indoor antenna work for picking up HD channels from the Milwaukee or Green Bay area in Sheboygan, or is an outdoor antenna the only way to get them?

Even an amplifier wouldn't hurt.

Do not waste your time energy and money on anything outdoor in sheboygan!
Outdoor only and depending on where you are you will need some height.

Forget indoor anything in Sheboygan, your best bet is first to determine if the signals are reaching your place.  All the Digital TV (DTV, HDTV) signals are sent on UHF.  And UHF is more line of sight than VHF.  If you have difficulty getting UHF signals from Milwaukee and/or Green Bay from Standard TV UHF, the same will be true with HDTV.  But the right outdoor antenna will work great here if you are located in an area relatively high with no neighboring obstructions (buildings or hills or thick clumps of trees between you and the broadcast towers).  I use and suggest the Channel Master 4228 8-Bay with reflector UHF only antenna mounted on a roof top, well grounded to a grounding rod, only using RG-6 coaxial, an outdoor preamp with powered indoor amplifier for UHF only from Channel Master, a decent DTV set top box tuner, and a rotor.  It could cost you about $300 to $400.  I live in Sheboygan and use two different rotored antenna set ups for DTV.  I get all the Milwaukee stations (minus ch. 30) and all Green Bay's (minus ch. 14) reliably in all weather conditions any time of day.  It can be done, but it's not cheap or fast to get it right.  I'm pleased knowing I'll never have to pay for those local signals from cable or the Dish.  And it's fun from time to time to get local Chicago, Madison, Michigan, and Indiana stations too, as clear as a bell.  What sucks is that I really wanted to watch the Packers in HDTV more than anything because the picture is so much better...   but what can I say about the Packers?
