Any ideas on a decent composite NTSC to digital video encoder software for a PC?  Do they even exist?
I need to somehow dump some hi-8 and VHS video to DVD and would like to edit the stuff a bit before burning to DVD.

I do this a lot. I really like using Ulead Video Studio 8.0. I think it is about $99 at any store or you can go to their website and download a free trial. The Video Studio is very nice, but they also have other packages, some more complicated and some much less. I think one is just called Movie Maker. It may be all you want.
You can capture analog material or digital material, edit and then burn to DVD.

Pinnacle is another one out there that I have used, but I like VS 8 the best. There are many others as well. You might like the website www.videohelp.com Also known as dvdrhelp.comm They have lots of great info and how to guides.
