The entire 700 MHz segment is being reclaimed for Wireless Services of all sorts.  There are commercial segments to be auctioned off, a Public Safety segment and the already auctioned off Guard Bands between the two.  The guard bands are to protect Public Safety from having the problems right now with interference from commercial carriers...mainly Nextel but some interfence from the original Cellular carriers.

Channels 52-69 are being auctioned off. Stations will have to decide which of the two channels they plan to stay digital on and which channel they will give back when analog shuts down. Some stations will change from analog to digital on their analog channels and give back their digital and some will stay on their digital channel and give back the analog. The stations that have their analog channel between 52-69 and their digital channel is below 52, then they are pretty much stuck on that channel until one of the other channels open up. If a station has both channels above 52, then they will have to find a channel below 52 after analog shuts down.
