Milwaukee HDTV Programming / Local ads on national broadcasts in SD

I don't watch a lot of network TV.  I do watch football.  Who is telling these local advertisers that it is a good idea to run their spots in SD?  Even worse, I have seen some that mush have been shot in least widescreen so they are letterboxed.   They look awful and distract from the message.

All the national spots are HD.

Are SD commercials cheaper?

I am watching the game on my TWC DVR and the overcompression is so bad, it is nearly unwatchable.  Especially during a close up of a running player.

Is this a TWC issue or WTMJ?  Anyone watch it OTA?
