5/13 5:00 WISN aspect ratio

What is going on with WISN's aspect ratio for the 5:00 p.m. news today, 5/13? They have been intermittently turning on letterboxing on the HD broadcast to matte it out to a wider aspect ratio (1.85:1?). Very odd. They turned it off for commercials and for the weather, but turned it back on for the main anchor shot.

It almost looks like, for whatever reason, control is scaling the video for the ticker/flipper seen in the AM.
