Do other cable markets show local on the 8's in HD instead of the national local on the 8's that most satellite viewers receive?

That is one disadvantage of satellite is losing real local on 8's from the TWC.

Local on the 8's in HD requires a equipment upgrade at each and every cable headend in the area. I doubt we'll see it for a while...

Does this mean that on Weather Channel-HD we will NOT see local on the 8th's, and we would have to tune to the SD version to see it, or they will play local on the 8th's on the SD channel only?

You'll get the national local on the 8's on the HD channel.  You'll have to tune to the SD channel to get the Milwaukee version.  Last I heard, New York is the only TWC division that gets HD local on the 8's but that was months ago so there could be more.

D* (and maybe E*?) get local on the 8s on both the SD and HD channels because there is an interactive weather app in the box that activates when the local on the 8s starts.

What provider do you have?  DirecTV offers this on channel 362 and you can bring it up manually using one of the color buttons on the remote.

It's 1980s text, but it does work.
