They could not get an retransmit contractual agreement with the owner of the station, so unless something changes at the 11th hour, on May 31st, those channels will be removed.  Approximately every 6-8 years, most cable and Dish providers have to renew their contracts with the host stations which would allow them to keep broadcasting.  99% of the time, the cable/Dish companies are able to make a deal with the station managers, allowing no break in service.  However, on that 1% chance that a deal cannot be reached between the cable/dish broadcasters, BOTH sides must either:

1.) Agree to a deadline extension allowing the channel to stay on while terms are worked out OR.

2.) Come to a contractual agreement for rebroadcast.

If those conditions are not met, federal law requires that the station must be removed and cannot be put back on without a contract consent from both sides.  Negotiations can still go on while the station is off, but if both sides give a firm no to an extension of the deadline or flat out do not negotiate. the station can't be broadcast

Here are two cable examples:
When Viacom and TWC narrowly avoided a black out of about 8 Viacom stations by agreeing to a new contract at the 11th hour.

When TWC and Lin TV in Green Bay, which controls Fox programing in that area could NOT agree on a new contract for about 2 weeks.  The station went dark after the deadline, and a new agreement was reached about 2 weeks later.

Here is a Dish Example:
When Court TV (when it still was Court TV) demanded more money from Direct TV or Dish (can't remember which one.)  The deadline past, and Court TV was off the air on the Dish System until a new contract could be reached.

I am going to miss Art Mann Presents.  That has to be one of my favorite shows.

Not the case this time, TWC is replacing HD Net & HDNet movies with MavTV and Smithsonian.  TWC is the one choosing not to continue the relationship.
