There is no prove that bandwidth is costing more for the provider. If you read TW's 10K, the profit from high speed Internet is up and expense down.

The economy is not the reason for the cap, just greed and eliminating competitions.

Good deal.  Bandwidth is more expensive for people who run websites, because hosts are going out of business and charging more for bandwidth is an easy way to raise revenue.  Bandwidth is more expensive for TWC customers because TWC says so.

This would be good incentive to get a long range wireless adapter and split the internet bill with the neighbors.

Badly written article. The official word from TWC was that they were temporarily shelving the "consumption based billing" in order to "educate" "a very vocal minority."
