GMA on WISN

Good Morning America became an HD program on WISN some time ago (>1 year) .  From the very start, IIRC, the program seldom starts as most HD programs do but sometimes starts in SD, sometimes in HD with black sidecurtains and usually but not always becomes full 16X9 HD after the first local station break.

This appears to be a local rather than network 'feature' but that is a guess.  Does anyone know what's going on?  I usually monitor CNBC, CNN, FOXN (all HD on DISH) and a network/local morning news broadcast.  I prefer GMA over NBC's Today due to Todays program graphics; a nausea producing massive bar of constantly swirling bright colors which overpowers the real content.

I checked WBAY in Green Bay for the same thing; it's a network problem because it also happens on that channel too during the start of GMA. It likely has something to do with ABC's blunder of launching a new SD control room from New York in 2001; they have to get their money's worth from it since they didn't do what the other networks did and plan long ago for HD (this is why you rarely see high definition promo ads during network time on ABC).
