Will TWC Add Retro TV Network (RTN) On Milwaukee Systems?

I have asked this because TWC Northern Wisconsin divisions (i.e Green Bay) according to RTN's website carry it.  The channel has an excellent following in several states for classic vintage TV shows.  The web site did say (when I last checked) that it was going to be looking to expand to other areas soon.

They can't do it. The Weigel stations (aka MeTV and WMLW) have the exclusive rights to most of RTN's programming in the Milwaukee area, and they would raise a ruckus if WBAY-DT's distant Green Bay signal is added within the Milwaukee area. Pretty much right now, RTN is unable to expand around the southern shore of Lake Michigan because MeTV owns most of the classic program rights in Milwaukee, Chicago and South Bend.

WKOW in Madison has RTN as a digital subchannel (27-2). I'm able to get it if I turn my antenna to the west, but unfortunately that screws up reception of some Milwaukee stations. I'm going to try it again after analog is shut off and all stations go full power. There is very little programming on RTN that overlaps ME-TV.
