Clock sync via PBS

I have an old VCR and a newer DVD recorder that are both supposed to be able to get clock sync from PBS stations such as 10 or 36.  I haven't checked the old VCR for a few years but the DVD recorder is definitely not getting the sync signal.  I have tried OTA and Time Warner.  

I am wondering if somebody can point me toward search words or answers for these questions:

1.  Is 10 (or 36?) still providing clock sync on NTSC channels?

2.  Are they now doing so, or will they do so on ATSC channels?

3.  Are devices with ATSC/QAM tuners able to sync via ATSC/QAM?
