What's TWC Channel 75

I just found programing on TWC Channel 75 (analog). Anyone know what this is? Is it a public access channel? The TWC website lists it as Home Shopping Network but that isn't right.

In the Milwaukee Metro area, it definitely is Home Shopping Network.

  Its your favorite channel that you used to watch 24/7 on WJJA-TV. The Home Shopping Channel. So you are back in business.

LOL! I flipped back to it and now it was HSN. But it wasn't showing that when I posted.
