TWC throttling or disonnecting RR users?

I have been having similar issues.  I also signed up for RR turbo about 2 months ago.  Initially speedtest.net was giving me download speeds of about 12Mbps.  For the last few weeks at last, I have only been getting about 4.5Mbps down.  (Up is always just short of 1Mbps.)  When I use speedtest.wi.rr.com, I still get the advertised download speed though.  The TW rep said that the web site was probably limiting my bandwidth...I don't understand why a speedtest site would do that.  Does anyone have any new information on this?

Are you sure its just not the Germantown server on speedtest.net?  I've gotten low readings from that server quite a bit.  Most of the other servers I get the normal speed.  

Not related to throttling, but my IP changed recently and speedtest.net thinks the closest server to me is Atlanta, and Google thinks I'm in Germany.
