Yes, they could provide a separate feed to the other providers.  Keep in mind that other providers have their own bandwidth issues, though, so it might not end up being a better solution.

Practically speaking, besides the fact that the cable/sat companies would generally just turn around and recompress the holy hell out of it anyways, I believe a couple of the networks deliver their network programming to their affiliates already encoded at the intended bitrate for broadcast, so there would be no higher bitrate version to offer.
