What about 41 and 63?

So what happens to channels 41 and 63? Do they get their own digital assignment or one day do they simply go digital on their primary channel. Interesting proposition, if they indeed get digital channels that would put 15 potential multicasting channels in Jim Hall's hands or better yet 3 potential HD channels for some non network HD material. This could get interesting. You could have a mini cable system between all three channels. Or subscription tv with movies etc???

I'm pretty sure you find the answer is because they aren't full power stations, but low power local only stations.
