So other than AT&T, does this mean that we could see another cable company come in to compete with TWC?

It will be great for consumers, whether TWC agrees to it or not.
There is another bill or agreement moving at the federal level that disallows apartments from defaulting to one provider only.

Example, if your multi-unit dwelling offers free standard (cable) service from only one vendor (like TWC), competition must open up for U-Verse or FIOS, if it is available in the same areas for service.
No more "blanket" assumptions that the cable company "rules".:)
