FSN Wisconsin: is Ann Carroll the worst anchor/reporter ever?

Ok, the more I watch the debut season of FSN Wisconsin, the more I have to ask: is Ann Carroll the worst anchor/reporter ever, or is it that FSN Wisconsin doesn't have money to buy an actual teleprompter for her?

Every time I see her on Brewers Live, she's always losing her train of thought and having to consult the script on her desk, as if she doesn't have a teleprompter to consult. I swear, she's staring down at the desk more than she's looking into the camera, which is positively disconcerting.

(As an aside: "FSN Studios" - are these still here at WITI, or are they filming these from FOX Broadcast headquarters?)
