Who Should I Complain To?

Ok, I already know that this will go nowhere but I want to try anyway.

Who controls what zip codes are in what markets for MLB blackout restrictions?  The Federal Gov?  Local govs?  MLB? The networks?

This is why I ask.  Waterford/Rochester WI, is about 85 miles from Chicago +- 2 miles depending on where in the area you live.  It falls just inside the 90 mile blackout ring.  We get Chicago local channels 2, 5, 7, 9, PBS and 13 (major networks) but not Fox Sports Chicago or channel 41 (I think).

I totally understand WHY they have blackouts.  The local broadcast needs to make money off the local market and the networks (ESPN) have the rest of the country.

Here is the situation.   As you can see from my avitar and sig, I am a Tigers fan. I  grew up near Detroit and moved here in 1995.  The Tigers/White Sox game on Wed was carried by ESPN HD and Fox Sports Chicago.  I was unable to watch it because even though we are close enough to Chicago to be blacked out, we are far enough away to not get ALL the local Chicago channels.  In the end, I live in a small sliver of area that couldn't watch the game at all.  I had the same problem in years past, but am now mad enough to yell at some deaf ears.

Where do you suggest I start?

I believe it is the MLB that controls the zip code lists.  I know that they control the lists for MLB.TV online streaming so I can only assume they manage broadcast TV as well.

Oh boy, for some reason I feel like the Fed Gvmt would have been an easier place to start.

Ha, yeah especially about TWC HD Channels or lack thereof.
