It wasn't just CBS-58.  Madison WISC 3-1 never switched over right away either, maybe this was just another part of CBS's stupid HD flex thing.

During the end of the Tenn. game, the CBS announcers said they would switch over to the other games immediately following the conclusion of this game.  It was a CBS network decision, so as much as I would like to complain about CBS58, I can't on this one.  Plus it was nice to see Bruce Pearl get a win.

There were constant feeds for the different sites not carried as the primary game... CBS58 could have technically been able to switch over to the Wisconsin game at tip time.

Contractually, however, they may have been required to carry the complete Tenn game. I get the impression that there are a bunch of weird contractual issues involved in the airing of the NCAA tournament.
