I ordered my dish through D* and let one of their installers do the job.  The new dish and install were free.  I know there are others here that do their own dish installs, but that's not something I'm comfortable doing.  I've heard rumors about a waiting period in getting installs done lately - a lot of people are upgrading to lnb-5s and new receivers in anticipation of the new channels later this year.  But if you get on the install list now, you'll have your new dish in plenty of time.

Your old box will still work - they just won't receive the newer MPEG4 channels that will be going online later this year.

This is a bit of a grey area for me - I do not have an HR10-250 with D*.  It will work for sure if your HR10 is still an active receiver with D*.  I don't know if it will work as an OTA receiver if it is not an active receiver with D* -  maybe someone with your receiver can chime in?

It looks like the HR10-250 will work as an OTA tuner. And it looks like you can get guide data even if it is not active with D*.  I cannot confirm that you can record OTA signals, though.  I'd still hope someone else here can confirm that for you.
