Anyone know why Milwaukee's channel 10 analog doesn't have a digital OTA counterpart?

It does it is on channel 8, it is a multicast running multiple programs. It plays both 10 and 36 programs 3 hours delayed, plus PBS KIDs and PBSU and a couple weather channels with music and the such.  TWC carries this in the 550's on their digital tier.

Channel 10 got a waiver from the FCC to do the multicast with delay for both 10 and 36 so they could use 36 digital (35) as a  full time HD production and not have to simulcast 36 programming.  They were the first in the country to get that waiver and it makes great sense.

So, speculating, does the three hour delay for analog 10 and 36 - on 10.1 and 10.2 respectively - go away when analog broadcasts disappear in 2009?  And will digital 36 remain MPTV's HD channel as it is today?
