New TV Station in Milwaukee

While scanning the channels, I just happened to see a new station on the air.  WBWT, on ch. 38.  Right now, they are just airing color bars with a message containing the ID and saying they are testing.  Did an FCC search, and it is owned by the same company that owns La GranD FM

Yeah But Analog......I thought analog was dead???

Since it is a spanish station it makes sense to put up an analog.  Yhey have a channel 31 DTV construction permit.

Why dont any spanish channels have English on SAP?!?!?!?!

Why are spanish channels included in basic cable and satellite pakages but you have to subscribe to special packages to get programming in other languages?
