Channel 4 weather plus on Directv

I live in the Waterford area and I am getting channel 4's WeatherPlus on DirecTV channel 4-2. The odd thing is I have the Time Warner Cable logo on the channel?

TWC is a sponsor of WeatherPlus, hence the logo.  You are not receiving it from Directv but you are getting it over the air most likely.  The Directv receivers have a built-in over the air ATSC receiver and that is how you get 4-1 and 4-2 ect.
