Can you record off a TWC HDDVR to a tape.

Yes.  I frequently archive from my SA8300.

How do you record off thr DVR on to a VHS tape.

I connect the composite video and stereo audio outputs from my DVR (Red, white, and yellow connections) into the line inputs on my VCR (red, white, and yellow).  I press "record" on the VCR and "play" on my DVR.  30 to 120 minutes later, I have a tape of my DVR'd program.
