It was Sun Transit. It is when the Sun gets behind the sat in relation to the receive station and the noise generated by the Sun blocks out the sat signal at the receive dish. Anyone who has a dish, even DBS is effected by this. It is in March and October of every year and it is between 1pm to 3pm local depending on the location of the sat in the sky. At this time FOX doesn't have a backup HD path like they do for SD so until that is in place sometime in the future, stations either lose the HD signal for the 5 to 10 minutes it takes for the outage or switch back to SD during the outage.

If you had a chance to watch Bears game from Chicago... I switched during Packers game breaks. It was really bad - SD for most part, when I switched. I even thought that it was in SD, but at the end of the game it was HD.
Isn't too late for Packers? Let's hope not.
