TWC Digital Channels Darker Than Analog

I'm using A TWC Pio3500HD box and have noticed for a while now that the digital channels (non-HDTV) are much darker than the analog channels.  This causes me to constantly adjust the brightness on my set when switching between the two.

At first I thought I was seeing things but a search of the internet has found similar problems on other cable systems (Rodgers cable for one).  The problem seems to be the Pio box and they know about it.  

I use s-video for non-HDTV signals from my Pio box as it produces a much sharper picture than component signals. On my set I can easily switch between s-video and component to see this. While component signal does not have brightness problems noted above, it has a different one... black video is clamped too high and blacks are washed out on non-HDTV channels. One person on Rodgers forum (Canada) checked levels with scope to confirm.

As an experiment I placed a video processor (with adjustable black level clamp) on s-video signal before it got to set. Clearly there was a reduced offset of black on the digital channels.   One person on Rodgers mentioned that the black level standard has changed from 0 IRE to 7.5 IRE over past few years and there may be some confusion on this point. Anyone else see this problem?

Why not move up to the Newer  TWC SA-3250-HD STB...

   That's what I've used with TWC in Green Bay since day 1 HD,

    1.5 years ago....    I run DVI out of 3250-HD....  to my

   Sony HDTV..

Are they available in Milwaukee area now? Last time I checked they weren't, at least in Cedarburg TWC office.
