Late last night I received a call from WISN engineering with some great information. They followed up with a message:

QuoteWISN is in the process of upgrading our DT transmitter power output. Because of that, WISN-DT could be off the air tomorrow (Wednesday) from 9AM until 1PM (weather dependent) and is scheduled to be off the air this Thursday, Friday and Saturday from 7AM until 3:30PM (March 31 thru April 2). At 3:30PM on Thursday and Friday, we will be back on the air at half power with Saturday's return to air at full power. Wednesday's return to air will be at the current power levels.

WISN-SD should not be affected by this.

Great news !

An update:

QuoteAn update on WISN-DT power upgrade:

Monday PM- we are now transmitting at full power. There will be at least one other outage tomorrow morning and afternoon (Tuesday 4/5) to do some additional work and testing but barring a major equipment failure, we will remain at full power when we return to air. The morning and afternoon outages could end Tuesday or could extend over the next couple of days depending on how the final installation and testing goes.

WISN engineering is curious if any of the forum members noticed any difference in reception, especially on the fringes and how we compare with the other full power stations.

I've had 12-1 rock solid at 100% before and after the upgrade up here in West Bend.  I'd like to say that I've noticed an improvement in signal strength, but I don't think that it's possible.

No change for me.  but then again I haven't really dialed in for 12's signal I just want a stable one while I get all the other channels without drops.

WISN DT signal in Howards Grove is now as strong as WTMJ on Zenith HD set.  Both just about light the entire signal strength bar.  18/24 about 2/3 bar and 58 at half or less drops out.  WITI DT just lights the bar.  But WLUK out of Green Bay has excellent dt signal, so I could care less about WITI.  All stations out of Milwaukee on dt solid 100% of the time except CBS 58.  The dt signal from CBS 5 out of Green Bay is stronger off the back of my antenna then 58 off the front.
