What's going on with the WDJT Upconverts?

If you watched The Amazing Race last night for the first 34 minutes you get a nice picture with no data lines at the top of the picture. Then for the Final 1.5 hours you get a continuous line of garbage at the top during commercials and programming. Why? Yeah, Fox is absolutely the worst offender on this issue as a constant issue, but why is it there and gone on WDJT so often?

Comparing CSI and Survivor it looks like we aren't getting the CBS ATSC feed on 4:3 programming unless WDTJ screws up and actually gives it to us like the first 34 minutes of yesterday's The Amazing Race. Looks like the NTSC feed is taken and upconverted locally rather than showing the ATSC upconvert from CBS without the garbage at the top. :(

Flipping by CBS tonight, the "Wickedly Perfect" show DOES NOT have the suspected NTSC garbage at the top just like the first half of the Amazing Race this past Monday. Although I don't care for the show, this is what ATSC 4:3 should look like. :tu:
