Third Watch and West Wing

Has anyone else noticed the picture degradation on these two shows from last year? Did NBC change their signal or is it local, on TWC.

Dish and Direct TV users - Have you noticed how bad Third Watch and West Wing look this year compared to last?

I sure would like to know what happened. This is a classic example of technology going backwards.
