When you have a true HD encoded signal with SD programming that is formatted with PillarBoxes by the transmitting station most boxes will not let you modify the the display at all.  Usually the stretch modes and others are only available on True SD transmissions not on 16:9 encoded digital transmissions.  The pillar boxes are already encoded in the signal and are part of it, whereas on SD programming your display or receiver is creating the grey or black pillar boxes, and thus allows you to modify and stretch.
