D* Access Cards

I just switched over to TW and am looking to sell my D* equipment.  I have a Hughes HTL-HD Receiver.  

When I look on eBay, the same receivers being sold always talk about the 'access card' that has/has not been subsribed to.

Can someone help me understand if I were selling my unit, what would the person buying the unit have to do to sign up for D*.

Would they have to buy a new access card?  Or could they use the one that I have in the unit?  If they do have to buy one, where would they get one and how much woud it cost?

The access cards get zapped by D* when service is cancelled so  a new card is needed.  The person buying the box would only have to supply D* with the serial number and D* will send them a new card via FedEx.  A lot of times they try to charge for the card but usually you can talk them out of it.
