As a Green Bay HD resident.........

 I just checked WLUK-DT  (FOX-HD Chan 51) OTA

today (WED) from 2 PM to 2:20 PM and

local GBay FOX-HD is not normal.....

Samsung T-151 for FOX normally reads 9 of 9 bars and HD...

Today WLUK-DT reads 5 of 9 bars and HD..

All other GBay SD/HD stations are normal

at 8 or 9 bars and in proper HD and ( WB) SD mode....

Local UPN-HD has two antenna options....
55% Power (5 bars) and SD   or
100% Power (9 bars) and HD...
They run 100% and HD essentially all the time.

I have heard that 2 GBay HD stations transmit
thru the same antenna on the same tower at Full Power
 at two different frequencies.......

As of 6:30 PM tonite (Wed), WLUK-HD (Chan 51 FOX) has

 sunk to 4 of 9 (T-151) bars or a 44% Power level...

Distance from GBay South Tower to my GBay receiver

    is 12 miles...

I haven't had any problems with them. I usually have a 86 out of 100 on my signal strength. Checked earlier wednesday and now. I still have 86. I live near Lambeau. No problems during Packer game also. I get 100 on all the other Green Bay digital channels.

GBay WLUK-HD (FOX) Power is up to 77% this morning...

As of  8:15 AM Thursday...   running in the HD mode...

  That's 7 out of 9 bar reading on a Samsung T-151.

My Location is 12 miles NW of their Chan 51 Tower using a

ChannelMaster 3021 4 bay bow tie antenna indoors.

As a rough reference..   2 bars is a break up signal...

3 bars is a useable digital HD signal.
