Is Fox broadcasting digitally yet?

I have never been able to receive WITI's signal in Racine.  However, the other day when they were airing the movie "Dogs and Cats" I received an HD signal, 16:9 format and it was clear and clean.  Later that evening, when I tuned in for the news, the channel was off the air (in HDTV).  Perhaps they "boost" their signal only when they air HD programming???:confused:

It's probably just the atmosphere... once it starts warming up, tropospheric ducting makes signals do strange things...
