DTV tech installed splitter outside--is this OK?

The installer mounted the splitter between the dish & OTA antenna outside. Is this OK, or should I ask that it be put inside?

No it should be okay...most common splitters/combiners are weatherproof.

IMO, it's still makes for a cheesy hack job.  The fewer parts outdoors the better, especially in our climate.  Hope he used good F fittinngs too... the splitter isn't the only possible failure.
