Since the proper information to make an educated decision about what WITI-DT is really doing, I sent the following e-mail to the FCC for clarification.

I searched you web-site and haven't found a proper way to forward this.  It regards the Licensing of WITI-DT channel 33 in Milwaukee, Wisconsin.  The actual modified license applications show they should be transmitting from their main broadcast tower, however they are transmitting an extremely low power signal from the STL tower at 38 meters AMSL.  There are 2 STA's (the latest one to expire in 13 days) listed on your database, however there is no referenced engineering.  My understanding is that they are required to cover the city of their license. Their signal is not receivable more than a few miles from their tower.  With just a small sampling of about 200 ATSC users, only 2 can receive the signal.  We have been unable to receive any relevant information from the station itself, other than they intend to start broadcasting from their main tower later in 2003.

Can you help us understand what is going on and whether they are actually legal or just trying to meet the letter of the law to retain the license.
