FCC restrictions for local viewing?

I'm confused I'm almost positive that earlier this year I was able to watch Packers in HD on DTV NFL package. For the last couple of times they were in HD, DTV cuts the signal with "This program is not available in your area".
Did it change recently or am I missing something.
