The Agenda for the August 6, 2003 FCC Open Meeting includes an item titled "Amendment of Parts 73 and 74 of the Commission's Rules to Establish Rules for Digital Low Power Television, Television Translator, and Television Booster Stations and to Amend Rules for Digital Class A Television Stations." The Summary said the FCC would consider a Notice of Proposed Rulemaking (NPRM) regarding rules, policies and procedures for these stations.

In the Notice of Proposed Rule Making released as part of the Second Periodic Review of the Commission's Rules and Policies Affecting the Conversion to Digital Television released earlier this year, the FCC requested comments on DTV translator PSIP issues and said, "The Commission intends to initiate a proceeding in the near future examining issues related to the authorization of digital translators and boosters." The NRPM also requested comment on the use of distributed transmission technologies.

The Open Commission Meeting will be broadcast live on the Internet, with the link available on the FCC Audio/Video Events Page.
