When I scanned the DTV channels as set up with the Hauppauge WinTV-D card it detected DTV signal on ch. 25 and the sync is locked in.  I get nothing but a black screen instead of re-broadcasts of WCGV-TV ch. 24 as I would expect.

My question is, are they sending any programs over their DTV transmitter?

Since channel 25 is at a much lower power level and on a different tower.  There have been some cases of reception problems with the N+1 stations around the country.  Channel 25 is only putting out less than 1000 watts.  Since you are out a ways from the transmitter it becomes a bigger problem.

They are my most powerful signal.  I'm surprised it's considered to be fairly low power.  18-1 is weak for me, but 24-1 is super strong.

I realized that I probably need to make some improvements with the outdoor antenna. Someone here told me to be sure I use RG6 coax, so I will check.  I will need to buy a new rotor since the old one frozed up, so hopefully I can get one and maybe work on it this weekend.

Thanks for the help and suggestions!
