Court of Appeals Affirms FCC Decision

The U.S. Court of Appeals in Washington today affirmed a Federal Communications Commission decision in 2001 holding that public broadcasters could use part of their digital TV frequencies to offer subscription services that include advertising. Watchdog groups had challenged the ruling. But the court accepted the FCC's argument that the high costs of converting to digital warranted additional commercial flexibility.
