I tried diligantly to do everthing possible to pickup reception with my Radio Shack BOW Tie. I was only able to receive 10 and my Samsung  t-160 shows no signal strength on any local channel. Has anyone living on far southwest side {Wind lake/Burlington] had good reception with an attenna outside ? Do you need a rotor ? What do you need to spend ? Is  there a particuliar brand and model anyone would suggest?

We had a guy, Roy out in the Wind Lake area, but he's been pretty quiet.  Search for username rnelson, probably in this forum or the equipment forum.  I think he had a bow tie up in his garage.

One thread I found:

Personally, I've had good success with the CM 4228, and I think once you get it outside it should work pretty well (I pull Madison pretty well ~50 miles).  Cost is about $45, mast a few bucks, and depending on your placement the supports can vary a bit.  Rotor may not be needed from your location, all stations are probably pretty similar in line of site at your range.

Depending on the length of cable to this antenna, you may need (or see benefit from) a pre-amp, but that's relatively easy to add and I'd do that only if you need to.  Again, I've used Channel Master stuff, and am familiar with that.  Radio Shack has a few offerings as well.

Let us know how it goes!
