Context is important; based on the FCC enumeration, I read it as ... all but one of the four listed will change channels.  Meaning, other stations aren't changing channel frequencies, although they could certainly change virtual channel numbers.  Let me know if I'm missing something, though.
Nope, it literally means all but one Milwaukee channel will change channels. Here's a URL that lists the new channel assignments:

Although, according to that list, it's actually 2 channels, if you include WIWN in the Milwaukee market. They remain on 5 and WMVS remains on 8. Everyone else moves to a new channel assignment.

Good question about Fox Sports Wisconsin.  I found the following on the national Fox Sports 1 and Fox Sports 2 channels on Spectrum. That PDF file above, to which I linked, shows that Fox Sports 1 is in Spectrum Select.  (Their first package choice) and Fox Sports 2 is in Spectrum Silver.  Spectrum Silver I read is their most popular plan.  Spectrum Gold gives you everything.  When you take a package, it automatically includes every package below the package that you take.  Good question though.  What channel is local Fox Sports Wisconsin on legacy TWC?  I always thought that this was a part of Fox Sports 1?  Maybe somebody with a converted Spectrum account can select the channel for Fox Sports Wisconsin and see if it is still there?

FOX Sports Wisconsin is one of their many regional sports channels, and is on 31, 309, and 1309. It has nothing to do with either FOX Sports 1 or FOX Sports 2, which are their two national sports channels.

To anyone that made the change from TWC to Charter TV plans: what plan are you on, and does it include Fox Sports Wisconsin? The channel listings on the website, and the retail price list, don't indicate that it is included with any of their plans.

Just checked my TiVo, and most of these channels are coming in now, if they're available in your package. They haven't been added to the TiVo guide data yet though.

Last I heard, they're ramping up the rebranding. The trucks are already mostly all rebranded, and the stores are likely to be re-branded very shortly. I actually expect that we'll be fully rebranded "Spectrum" by the end of the first quarter of the year.

For whatever it's worth, I'm going through and checking some of these again. On the channels I've tested, previously I was getting a generic "having trouble receiving a signal on this channel" message, but I'm now getting "This channel is not authorized."

Completely baseless speculation: this might be in prep for the launch of the Charter plans, and these additional channels might only be available to the higher tiers of Charter service.

Latest News / Charter to buy Time Warner Cable

For what it's worth, I was at one of the Time Warner Stores recently. I asked them when they expected the Charter policies and services to "kick in" for the Milwaukee area. The guy really didn't know much, but he did say that shortly after the new year, they're being asked to begin wearing their Spectrum logo shirts and nametags, vs. their current Time Warner Cable stuff.

So, take that for what it's worth. It does sort of mesh with what I was hearing, that we should begin seeing something Q1 2017.

My tuning adapter on my TiVo stopped responding today, so I rebooted it. When it came back, the channel map that Spectrum (Time Warner Cable) is currently sending to it includes an epic amount of new HD channels. Now, keep in mind that none of these appear to actually be active at this time - they're only in the channel map, not actually live channels.

Assuming your location field is correct, Waukesha County has been doing monthly electronics recycling events (in lieu of accepting them at the recycling centers as they used to do).

The dates for these events are listed on the Waukesha County Recycles page:

In fact, according to that page, there's an event in Oconomowoc on December 10 at 630 S. Worthington St.

There's a $20 fee for each TV recycled (any size). (I assume they mean specifically CRT TVs, although it doesn't say that.) Looks like it goes up to $25 next year.

Oh, and any Waukesha County resident can drop stuff off at any of the events; they don't need to wait for one in their community.

I'm not surprised that the speed increases are on hold. Frankly, I wasn't holding my breath on that happening immediately after the digital cutover, which was really all that was formally announced.

I personally expect them to hold everything (other than the digital cutover) for the rollout of the Spectrum branding and service levels in this areas. Hopefully, it won't be too terribly long.

I'd be game, but I think my condo association would have a bit of an issue with that being installed onto the roof. ;)

I'll just have to wait for Charter, I guess. :(

I would expect this to affect most if not all of the footprint in SE Wisconsin. I've seen new aerial fiber being pulled along Barker Rd. in the town of Brookfield, and I'm pretty certain it's Time Warner Cable's.

"Spectrum," not "Maxx," now that we're about to become Charter. This according to a Charter spokesperson in Albany:
